City Manager arrested for DUI

Safford City Manager David Kincaid was arrested for driving under the influence of alcohol late Thursday night.

Kincaid was stopped for a speed-related violation by Safford officer Wayne Crum while traveling south on 20th Avenue at about 11:50 p.m.

According to a Safford Police press release, Crum became suspicious Kincaid was impaired and called for a Thatcher Police officer to continue the investigation to avoid any potential conflict.

Thatcher officer Scott Mulleneaux arrived on the scene and administered a field sobriety test to Kincaid, according to Thatcher Police Chief Mark Stevens.

Kincaid failed the field test and was placed under arrest by Mulleneaux. He was then taken to the Thatcher Police Station, where a blood sample was taken. The blood was sent to the Department of Public Safety's Crime Lab for analysis. Kincaid was then released pending the results of the blood test.

    It seems like this is common procedure in Graham County. I have heard of several cases where the suspect is taken to the jail, has a blood sample taken, and then is released until the results of the blood test come in so they can determine the proper charges. "

    2. You have to be convicted of the charge before the order is made to install an interlock device. Kincaid's blood-alcohol test results won't even be back from the DPS for at least a month.
    3. People lose their jobs for getting a DUI, especially anyone with a CDL. But not all people lose their jobs.
    4. For each time a person is caught with a DUI, that person has likely driven impaired a thousand times. That's playing Russian Roulette with innocent drivers. Eventually, someone will get hurt. "
